Each joint is measured individually as required by the assigned scope, and every measurement is recorded accurately — the measurement is only worth what the record is.

What's the difference between measuring and tally?

Measuring is the per-joint number; the tally is the maintained record — joint by joint, with accurate running footage through the whole string.
